You should be asking "Which countries has Japan turned to for help". Several countries are ready to ist Japan but the Japanese government needs to officially ask for help. You can't just pack your first-aid kit and show up at their front door and be like "Ok, where do I start". So politics play a role in this disaster as well. In simple terms, whichever country Japan accepts help from, they then owe that country a favor. Would you want to owe a favor for, say, a cruel dictator?
