Can i Get into a uc?

I am about to start my senior year. I have a gpa of 2.8 and sat of 1900. I hear that some times they let people in if they had a hard child hood. I am planning to talk about this in m college applications. My parents separated when i was 2 and my mom re married when i was 3 and i moved with my mom and step dad. I have 10 other siblings and none have graduated from college. I have moved nine times and my freshman grades are bad but have steadily improved. I am in several clubs a sport and have tons of volunteer hours. I also have a couple letters of recommendation. Is there any chance even if its slim to get into a uc.
