Mccain said today he will fund 2 billion for energy?

How do you suggest he will accomplish this with across the board spending freeze and no tax increases for anyone. Where will the money come from for this project and the special needs project? we should be calling him a Magician instead of maverick. Doing away with earmarks and pork barrel spending will not be enough to accomplish his long to do list.
